(Mexico City 1967) participates in all the Intergovernmental Councils of cultural cooperation programmes. Rapporteur of the 6th IFACCA World Summit on Culture. Doctor Honoris Causa by the Doctoral Cloister Mexico in 2014. Specialist in cultural policy and legislation, he has been General Director of Legislative Liaison of Conaculta in Mexico, Technical Secretary of the Culture Commission of the II Legislature of the ALDF. Guest professor in some Latin American universities. He was a contributor to the iHuman Rights Report in Mexico, Cultural Rights section.
